Retired Col. Terrance L. Roche, a former Fort Drum garrison commander, died Aug. 26 in Matthews, North Carolina, at age 88. He was surrounded by his three daughters, according to the submitted report.
Roche spent much of his retirement in Carthage and helped guide growth in the area during Fort Drum’s expansion in the late 1980s. He received the Israel A. Shapiro Citizenship Award in 2010.
