A drainage dispute is unfolding in Ogdensburg after a homeowner said runoff from a neighboring parking lot began flowing toward his house following repaving work. The property owner, identified as Paul Langley, lives at 408 Cedar Street and says he dug a drainage ditch after an August downpour.
Langley brought the issue to DeFelsko Corporation, the property owner, and city code enforcement. A city letter said officials found no actionable city-code violation by DeFelsko or the paving company. DeFelsko disputed that the project changed the property’s grade, saying the company only added a layer of asphalt. City Manager Fonda Chronis said the matter is civil. Langley said he is seeking a permanent solution rather than money.
