Ogdensburg park plans face review because site was once a cemetery

Ogdensburg is awaiting a decision on a $939,461 state grant application for recreation improvements at Charles W. Kelly Memorial Park, formerly known as Hamilton Street Park. The proposed project would create a recreation area for residents of different ages, with funding sought through the state NY PLAYS program.

The Ogdensburg Historic Preservation Commission has cautioned that the property served as the city’s main cemetery from 1820 to 1863. The commission said some remains may still be at the site and recommended ground-penetrating radar before any groundbreaking. City Manager Fonda Chronis said any project would go through State Environmental Quality Review and consultation with the State Historic Preservation Office.
