Watertown police charge two people in separate cases
Watertown city police charged two people Thursday in separate cases involving alleged theft and property damage near children.
Watertown city police charged Chelsea E. Dugan-Smith, 32, with two counts of petit larceny after alleging that groceries valued at $91.26 and a makeup package valued at $30 were taken from porches on Ohio Street. Police records state that Dugan-Smith was processed at the Metro-Jefferson Public Safety Building and released with an appearance ticket for City Court.
Police also charged Lance S. Gardner, 22, with fourth-degree criminal mischief, endangering the welfare of a child and felony aggravated family offense. Police allege Gardner threw an iPhone to the floor, shattering its screen, while a 13-year-old and a 10-year-old were nearby. Records state that Gardner was previously convicted of first-degree criminal contempt in February 2024. He was processed and held pending arraignment in City Court.
