The order followed a June incident in which a neighbor’s dog was seriously injured and later euthanized, according to the submitted report.
The restrictions require the dogs to remain in an enclosed space or be leashed while an adult is present. Animal control had temporarily taken the dogs to the Massena Humane Society. The owner disputes claims that the dogs are dangerous and says pets had entered his property. The neighbor who filed the dangerous-dog complaint said she plans to continue seeking their removal from the neighborhood.
