New York's unemployment insurance system will go offline at 5 p.m. Monday, Nov. 2, for an expected nine to 12 days as the Department of Labor replaces the existing platform with a cloud-based system called Unemployment Services. During the outage, people will not be able to file new claims, certify for weekly benefits, access or update account information, or use unemployment phone services, the department said.
The state Department of Labor said claimants should file or certify by the shutdown deadline. Payments will be delayed, but the department said customers should receive benefits they are owed after filing or certifying in the new system. Claims filed before the shutdown should not be affected, Labor Commissioner Roberta Reardon said. After the system returns, payments will likely cover both the outage week and the active week.
The upgrade follows roughly a decade of preparation and the migration of more than 5 billion records. The project cost $188 million. The current system dates to the 1970s, while the replacement will allow people to file and certify from any device, including smartphones, 24 hours a day, seven days a week.
Claimants must complete and record three work searches each week to qualify for benefits. The new system also requires certification before payment. The department advises users not to change their passwords during the transition to avoid creating duplicate accounts. It also recommends notifying a previous employer about a new claim during the week the claim is filed.
The department's 95 career centers will be closed to walk-ins during the outage. In Jefferson County, the WorkPlace at 1000 Coffeen Street in Watertown offers free job-search help. It is open Monday through Friday from 8:30 a.m. to 4:30 p.m. and can be reached at (315) 786-3651. A Lowville office is at 5274 Outer Stowe Street and can be reached at (315) 376-5800.
The state's unemployment services information is available through the New York State Department of Labor and its unemployment services website. The upgrade will not affect electronic filing of NYS-1 and NYS-45 through the Department of Taxation and Finance.
